Dating Polka Dot Dress w/Old Ladies Union Garment Label

Hello everyone! I have used this forum numerous times to help me date things, and now I need your help! I just purchased this polka dot dress and have no clue what era it is from. It is made of a sheer polka dot outer layer with a black lining. The straps are made of velvet and there are fabric covered buttons up the back. There is one label inside that reads "Ladies Garment Workers Union" with a small A.F. of G/E below it. I've looked at the Union Label resource but didn't find a tag that matches this one. The tag is printed on what I believe is nylon. It is overcast so I'm sorry about the pictures. I've lightened them to show more detail.

My questions are:
When do you think this dress was made?
and
How would you describe the bodice?

I googled Union label with eagle. The first image showed up looks exactly like yours. The label is from 1959 - 1963.
