Dating "The Touch of Nina" Shoes?

I bought these shoes a while back at a vintage popup shop originally thinking they were from the 80's or 90's. Then I found out some information on shoe sizing from the 50's-70's(?) and am curious about their actual date. The size on the shoe is 9N but I'm a size 8-8.5 and they fit me quite snugly. Near the heel on the bottom it also says "Made in Taiwan" and underneath it it says "R.O.C." then "SR" in a little circle. My lighting is not the best, but the white is definitely off white or cream. They have barely been worn but I'd imagine it's because the heel cap (? sorry don't know proper terminology!) is broken off on one of the shoes. I've included a picture of the broken heel tip.

I'm also curious about what exactly the material on the inside of the heel is, if anyone knows.
-Thanks!

Those are c. 1980s. 'Nina' shoes has been around since the 1950s but 'The Touch of Nina' line was established in 1983. Very pretty, love the spectator style.
