Dating this black suede dress 1980s or 1990s and term for this bodice treatent?

No shoulder pads in this one so thinking early '90s? Also what would you call this almost shawl like fringe treatment?

Hi laurenm, I think you can safely put this one into the '90s but I think it's more likely to be mid-late '90s than early.
