40s? 50s? it has a side metal zipper and each of the little white embroidered parts has a black ribbon you tighten it up with- is there a word for that styling? it's too cute. Semi sheer, very full skirt.

The narrow lace trim is often called simply insertion lace, and the lace with open holes for (optionally) lacing ribbon through is referred to as "beading" lace. It has no actual beads, of course, but the term "beading" in lace almost always refers to these holes for adding ribbon.
