Dating thrifted skirt

Found this skirt at a goodwill yesterday. It doesn't have any tags or labels. Waist measures 11.25" across, 25" long. It looks to be home made.

I can say the fabric is whipcord. It is a very sturdy fabric, often used for uniforms and riding pants—that sort of thing.
