You are correct in your dating, I would place it between 1939 and 1944. I am leaning to 1941 for some reason! That "vertical shelf" style of turban was popular in the very early 40s. There are many variations on the turban, Oriental, Turkish, Persian, Indian, Chinese, etc.
It is a very nice find, I love it.
