Dating Wool Cape

Can anyone help me date this wool cape?
It has a gorgeous delicate floral print cotton lining.
The lining is open on one side so you can still access the armhole, however it's stitched shut on the other side.
The lining looks old to me, however, now i'm thinking it was added on later due to one side being stitched closed so that armhole cannot be accessed.

Any help would be greatly appreciated. Thanks!

That is lovely. There is a sense of WWI era about it, to me. Is this a lightweight wool? Can you show a close up of one of the arm openings, preferably the open one?
Thank you Barbara! The wool is pretty lightweight. Attached are some close-ups. The arm openings are both open on the outside, but the cotton lining is stitched down along the left side seam and so I cannot access the armhole from the inside as the lining covers it. It appears as if the lining on the right was also stitched down at one point as there are loose open stitches at the top side.
