description of fabric?

I'm not sure how to describe this fabric overlay. It's not quite lace or embroidery...

I've always called this type of fabric a swiss embroidered eyelet. Let's see what others may have to say about it.

It's a kind of broderie anglaise, although machine done. I often see it called "eyelet lace" or "embroidered eyelet lace".
