DeWeese two piece 1960s ? label question

Hi Everyone, The label in this De Weese suit is in the label resource on a 70s suit....wondering if this is early 60s and also, the little side straps on the bottom confound me....they are stitched (looks original) to the inside of the waist band and are sort of awkward when they are draped outside.....also size label says 12-34

Those straps are normally found on the top half of a swim/playsuit to adjust the strap length with buttons on the back band. Quite what they are doing there I don't know. Are there any buttons on either piece?

You could ruch it down to make it a bikini bottom. Very cute!
