Did Estevez ever make swimsuits? ** Pictures Added **

Yes, he did, in the 70's. In fact, now that you mention a velvet suit, I dimly recall having an Estevez velvet suit that was very low cut in the front back years ago when I first started selling vintage. It had some damage, but it sold for a nice price that I was surprised with. See my blog post about teeny bikinis from this past Wednesday:

I've never had an Estevez, but there are some manufacturers who put the labels in that location; Catalina, Maidenform to name a couple.
 
One 1971 article says:
"Luis Estevez, designing for Sea Darlings, does his snappiest maillot in white jersey printed with diagonal stripes of black panthers, uses the same print on signature scarfs that make a coverup skirt with a fluttering hemline. He does some marvelous things with black panne velvet, and his most sensational cover is a long black panne flamenco skirt with a triple row of white organza ruffles as edging."

Another 1971 article stated:
"The 39-year-old Spanish-born designer, who won the Coty fashion award at 24, first tried swim wear last year."
