Dress with fringe - altered? age?

Hi All,

I wondered if you could help me with this dress? Parts of it seem quite old but other parts seem newer. It looks like someone altered an older dress. What is your opinion? The zipper is Tabit. The fabric seems like rayon, the fringe has light areas at the tips - no beads. There is part of a paper label attached which reads style 9095. It looks like it was shortened at one time and a row of fringe was moved to the top. The fancy "collar" is a crochet-like nubby design intertwined or woven with a shiny black cellophane or plastic string of some kind. Thank you for your help!

It was probably a late? 1950's cocktail dress that was updated in the 1960's to imitate a 1920's flapper dress.
 
The dress dates to the mid 1960s. The collar beading is original. The fringe is not. The dress probably had long full sleeves with elastic at the wrist. The hem was either cut off or folded to make it shorter. Cute dress, but it's been altered far from it's original state.
