Dress with inbuilt pants (why? and date help please)

Hello

Is this a 50's dress and isn't it a bit strange to have inbuilt pants? The skirt part is made up of two layers of netting and is unhemmed. Does that mean it could of been shortened? (no labels and zipper isn't metal).

Hi,

I think you may have a costume or dance dress, worn for dance competition, stage, or such. I am not really seeing 1950s in the styling. It looks home made, and the attached panty portion would be for modesty and security when dancing, flipping, twirling, etc.
 
Thank you for your help :) Being a dance costume would explain the attached pants and maybe why there is no lining in the skirt.
