Edwardian petticoat...hand or machine embroidery?

Hey I found a beautiful petticoat... I think it comes from the Edwardian era. it is sewn by machine (very short stich) with linen stitch and hand sewn in several places. I need help identifying how to make the embroidery. I do not see the bottom thread, which speaks for manual work, but on the other hand, you can see regular repetitions in the thread or the end of the thread, which convinces me to machine embroidery.

It's Broderie Anglaise whitework and definitely Edwardian - c. 1910. The irregularity suggests handmade, however, I believe this is hand-operated machine stitching.
