According to the LR this is 20's? What do you call arms like that? What kind of style is it? Is it Victorian-ish? Thanks so much for your help!!!

Velvet can be made of silk, rayon, cotton or even polyester or wool.

Velvet can be made of different fibers, either natural or synthetic - i.e. silk, rayon, acetate, cotton, etc.

If you Google "types of velvet fabric" and several sites pop up.

I think its silk because of the way it lays - it is the limpest (couldn't think of another word) velvet! It just hangs.

With the softness of the fabric, draping and sheen, it is most likely a lovely silk velvet. You could do a burn test if you want to be 100% sure.

Definitely a jacket. Boleros are cropped (ie they finish above the waist), and don't necessarily meet at the front.
