Elaborate felt collar, Edwardian? (lots of pics)

Hi, all! Hope you're keeping warm tonight.

I've got a number of questions about this wool felt collar:

Shapes of brown felt are appliqued onto the white ground; narrow white cord is sewn on with black machine stitches. Little rust-colored "buttons" on the slender tabs are coils of cording.

My hunch is 1900-1910, but I really don't know what I'm talking about. Here's a closeup; it has an Art Nouveau look:

Would this have been for a coat or a dress? And does it look ridiculous on the naked dress form, with those very wide shoulders protruding out like some kind of aerodynamics experiment? Any suggestions for better displaying it? I certainly don't have any era-specific coats or dresses to put it on.

I'm pretty sure it went on a coat...and for some unknown reason '1904' is popping into my mind.

Sure - Edwardian, could have been on a coat or jacket. Monty thinks it's cool, too and he says walking suit. It looks great! I am thinking 1904 - 1906 or so? But 1904 - 1910 will certainly work for dating it for sale.
