Embroidered Dress

I'm having difficulty dating this dress (if it's even vintage). It has no tags that I can find. Elastic waist. The only closure is the straps tie at the shoulders. Lovely embroidery around the bottom of the skirt. Fabric feels like cotton. The seams are unfinished on the inside. Thanks!
P.S. I'm also not sure how to turn my photos upright (I'm on a phone).
