Era of black crepe dress?

Hi sorry totally picking your brains today on this one too please. It's what I believe is silk crepe and a sheer stiff feeling fabric. What era is it please?

The only fastenings are the buttons on what I presume to be the back and the sleeves. There are gathers at the front and the piece above these is sheer. There is a sheer panel to each of the arms.

I believe there may have been an attached belt as there are threads/damage. Please let me know if further pics would help. Thanks again!

The dress has many elements of the 1930s, however I believe it has been shortened.

There's another 2 1/2 inches in the hem I can let down but do you think it would have been floor length or at the calf? Thanks!

I guess calf length would be right - not floor length (unless an evening dress, but I don't think it is). For me, itt's hard to tell it's shape really, seeing it on a hanger - it would probably easier seeing it on a person or a manni.
