... and I thought it was sheared beaver, but it doesn't look like the sheared beaver in the VFG fur resource.

Not sure if it's sheared beaver or not, but...I have an antique (ca 1900) fur hat that I decided was sheared beaver. It has a much shorter pile than sheared beaver coats I've had. My hat was a completely different style, though.

Is it very soft and plush-feeling?

It looks a little like a silk plush to me. When you pinch it can you see a hide or fabric backing? Some plush is very fur-like, especially the antique ones.

The cut of it looks later to me, maybe 40s or 50s??? The reason it doesn't look earlier to me is that if it were earlier I think the front edge would be closer to the face and hairline. Also, the velvet ties don't seem right for an earlier bonnet.

Keep in mind that nothing about my answer is definitive, just my sense based on what I'm seeing in your pics. I could be totally off on this one.
 
This s a tough one. I can't open any seams without destroying the integrity of the hat. I don't know what silk plush actually is :BAGUSE: but that would be a good description for how this feels. There does seem to be a hide underneath though.... kind of hard edges around the side. I suppose it could be reversible as well.
 
If you bend the "fabric" so that the fibers spread out you may be able to see what is behind them. If you see any sort of "grain" or regualr pattern then it is fabric rather than fur. Of course, if it's fur you'll be able to see the hide. Give it a try.
