Fabric and style question

Hi,

Does this crinkled fabric have a special name? Also the dress has elastic on the bottom which makes it a bit balloon like. Is there a name for such a style? It's made of acetate and has boning Finally, I think it is from the 80s but would love to hear the experts' opinion.
