Fabric help for this antique skirt?

Hello all!

I posted a photo of this antique skirt on Instagram asking about help for fabric content but I wanted to get a couple more opinions. Most vintage gals guessed horsehair? I've never heard of it before (ahh learn something new every day!) so was wondering if anyone could shed more light on this?

It feels stiff to the touch but it's not super heavy, maybe a medium weight, like burlap but stiffer than burlap.

What a lovely skirt. It looks more like a cotton gauze or muslin to me.

The photo was small and I suggested cheesecloth. Close. Beautiful soutache.

Only because I have handled that exact same material before - it was a popular skirt material. I am sure there is a more textile-oriented name for it - something other than gauze - perhaps Challis, but its too stiff for Challis.
