Are we looking at small loops of fibers in the texture?

I see small loops in the fabric; it looks like a wool bouclé (or bouclette) to me. Is the garment a vintage coat? The label and what I can see looks C. 1950s.

This garment is a vintage dress. It does not appear to be wool.

There is no other tags to say to what the material is. I have taken up close shots to try and show the texture.
