Flapper Dress Side Panels?

Found a fab 1920s beaded dress. It is silk with beads and has a side panel on each side that hangs?
A specific time?
Was this for a more matronly lady at the time?
Picked this up as it reminded me of the pictures we used to do with crayola and then paint with black paint and make a design by scratching. Fun.

I think of petite women when I think flapper? Not my usual find.

It is silk on top and chiffon but all together if that makes sense. Looks like all hand beaded?
Not one bead missing and strong. Odd really to find in such strong condition.

It is 49.0 inches long and 19.0 inches wide laid flat.

I would say real Art Deco designs of the beads as well.
 
I am also seeing earlier - 1923- 24 ish. Do you think the side panels are original, or added later to make it bigger? I ask because the interruption of the beaded line at the low waist strikes me as a bit off. Not that it couldn't have been designed that way, it's just a bit odd.
 
I don't know. I would think it original from the inside? Seems it would be difficult to not mess up the beading?
My source to where I found it would also make me believe original.

So is this for an older lady or a flapper?
