Flapper style? Age?

This dress has me stumped. It has Dolman sleeves and a metal zipper down the back. No tags whatsoever. I am hesitant to call it "Flapper" another overly used term, unless that actually fits. What is your best guess on age? How best should I describe this style? It has 2, 12" fringe layers. Thank you!

Its early 40s - there was a fad for fringe then too -- if you look at some old 40s movies you can find dyed blonde hot tamale vamps wearing fringed dresses.
 
I recall a scene with Virginia Mayo wearing a purple one (I think).... she was playing a cocktail lounge showgirl or something like that.... I wish I could remember the name of the film...
