Fur bib detail on a black woold dress

Hello friends,
I recently acquired this unique dress. I believe it is wool jersey (it has some stretch to it), and it is lined with a synthetic gauze-y material. A pleated bib is sewn on to one side of the zipper and snaps in place on the other side. The fur is long and glossy on the top and has a short, brownish undercoat.

What is the name of this detail? What era is the dress? Any ideas on the fur?

Dress is 60s. Wonder if it came with a coat... trying to figure out how else the bib worked and I think a matching coat was worn over the dress as an ensemble.

I have checked he fur resource and this is the closest description to what I have:
"...River Otter fur appears black-brown... Otter fur consists of a very dense undercoat overlaid with longer guard hairs, which are usually removed by furriers."
I didn't think it was fox because of the color.
There are no tags, and it has a mixture of machine and hand stitching.
