Garment type and date help please?

I have so confused about this little top. Is it a blouse? What era is this from? What should I have my manni wearing it with? It only has a few snaps on the under section. Thank you in advance as usual.

HI,

It looks mid to late 'Teens to me, and is part of a dress. This jacket would have gone over the dress and was not meant to be worn alone. Although it looks great with those jeans!
