Gloria Sacks Ribboned Linen Jacket - ?\'s

I was thinking this jacket is more late 80s, 90s, because of typeface etc., but there is a very faded (and illegible) union label stitched to the left beside "professionally dry clean only". This label does not appear in the resource and, again, I need your help pinning down a time line. The jacket is linen, fully lined and has those oriental frog-like buttons (without the frog clasp). The skirt has no labelling and most likely did not come with this jacket.

I've never researched patent nos - is that a patent no on the right of the dry clean label? Have any tips or are there things I should look out for when researching?

PS - There is only one thing wrong with the jacket - IT DOESN'T FIT ME!!!

I think thats the style and purchase order number rather than a patent number.

Which union label is it? IGLWU? UNITE? It looks like the IGLWU from what I can see. That one can appear up until around the early maybe mid 90s on high quality garments. I have not really seen it all that much past the early 90s.
 
Thanks, Chris! I know it's union because I can see the faint outline of the circle but I cannot see any lettering at all. Bummer. But it has very thin shoulder pads; so I'm guessing I'd be safe with late 80s, early 90s - not really vintage per se, but high-end quality and lovely.

It would have been so nice to wear the jacket to my son's wedding.
