Gorgeous Black & Red dress - help please with era? 20's? 30s?

Hello all,

Was hoping someone could assist me with dating this fabulous black & red dress I picked up from the thrift store. It has some great detail on the sleeves with red inserts and the neckline with it's red collar and ?silver buckle. The buttons at the back are just for show (no fastening). There isn't a label and it does seem to been hand stitched.

Any help with dating this piece would be greatly appreciated.

The sleeve detail and the silhouette seems early 1930's to me. What do you think is the fabric(s)?
