Green National Coat and Suit Industry recovery board coat dating help!

I sourced this jacket from a friend of my grandmas and was wondering when it was made. I’m thinking 40s because of the shoulder pads but I’m really not sure. If anyone has a shorter date range I’d love to hear it. I’m also curious about its approximate value (although I am not selling). It has a National Coat and Suit Industry Recovery Board tag.

late 30s/early 1940s... might be right at 1940. Also, for future reference, HOW the shoulder pads are constructed is a dating tool not IF there are shoulder pads. A good tailor/seamstrees will use shoulder pads to provide structure to a garment, just how things are made. ; )
