hand stitched victorian era slip or dress?

Hello,
I found this garment folded up in a little square like a hankie at my local Salvation Army store. I don't have any knowledge of this clothing era--is it a slip or a dress? Are the mesh panels sewn in to make it bigger or as decoration? It feels like silk-very thin material. Thanks in advance for your expertise.

Hi,

Looks more like an under dress or sort of a slip to me. Perhaps a WWI era garment that went under a summer lace or sheer dress. Not sure...

I agree that's it's an under dress, possibly for a lace or organza summer dress. The mesh might make it a bit cooler.

Thank you for the info...can you recommend an era or decade? Based on the size it is probably for an older girl.
