Has this sequin trim been added to Jean Varon dress?

Afternoon all

I've this taffeta Jean Varon dress with a ruffle round the square neck which is framed on the front and back by a border of sequins. This border is coming away and as I'm wanting to sell it, I'm wondering whether I should re-attach it if it's supposed to be there, or remove it? Looking at it more closely the border appears to be of the same fabric so I suspect it is meant to be there, but I'd appreciate your views. Thanks so much - pictures should be here (hopefully!).

I think it's original because as you say it is backed by the same fabric.
