Head or Neck Scarf or something else? Silk triangle with beads

From my mother's collections. Double-sided silk. Arced. The hanging beads are weighty. There are 2 braided loops at each end. Maybe this went with a dress? Or, if a stand-alone, what would it be called?

I can't really tell what's going on with the loop in the second picture. But, if this is long enough, could be a belt, with the beads draped at the hip?
