Welcome to the VFG forums. It certainly looks like an older tag, but it will help if you can post a photo of the entire shirt, as well as any garment details, like seams, buttonholes, care tags if any.

I found a photo of a garment with what seems to be an identical, but newer, Royal Surf label, and with a second label beneath it that had a registered identification number (RN#) that indicated Royal Surf is a product of the Paradise Sportswear Ltd company of Hawaii (see image here). I found only simple references to Paradise Sportswear Ltd from 1958-1975. The company may very well have been in business before and after those dates, but I did not find any references outside those years and I have not yet found more information about the company.

Nice shirt! I see a collar button loop and what looks like vertical buttonholes, both suggestive of pre-1970s. The chest pocket is also cut so the print matches, which is generally a good sign. What are the inner seams like? Flat felled like blue jeans? Or serged? Earlier and/or better made shirt are usually flat felled or French seamed.

I did come across one Royal Surf women's shirt on Etsy with this tag - the seller dated it to the 1990s, but I'm not clear why.
 
I found confirmation of the start of Paradise Sportswear Ltd in an article about their 1954 incorporation. The owner/president of the Ltd company was Calvin Chun and in a different database I found references to the Ltd company until at least Jan 1982. Note that that company is apparently different from the newer Paradise Sportswear Inc.

Paradise Sportswear sounded vaguely familiar. Shortly after I joined the VFG (in 2009) I was asked to look for information on some Hawaiian labels that we did not have in our Label Resource. I do not remember where I got the information, but I remember using the library and purchasing several books on the subject. This is from our LR:
