Help Dating a Dress 30s?

This dress is a mystery to me. It is made of a taffeta, or taffeta like fabric
It appears to be homemade based on the uneven and not so great stitching.

The buttons are abalone (real or fake, I don't know) and they have an art deco look to them. I suspected this dress might be 90's when I saw how it ties in the back, but I am unsure. Maybe its older?

Early 90s seems right with that neckline shape, puffed sleeve and back tie.

In addition to these photos, I would include a photo that shows a button detail. If you mention abalone, you want to show it. I cannot tell from the photos. I tried zooming in. From the zoom, it looks like there are either two pieces flanking each button - look like side ovals? Or is it an optical illusion? I would like to see a close up, but to me from this very far view they are more likely something else - MOP, some other shell, or plastic - but I can't really tell from this far/

(btw, I do agree with Hollis' date, too - just make sure you list this with the dresses vs vintage)
