I would say 1970 to 1971, possibly 1972 at the latest. The Maxi was on the way out by the very early 70s, except for evening and night dressing. I think of Mary Tyler Moore on her show, going out on an evening date. She would have worn this in a heartbeat! She would have added a chain belt or fringed type belt, worn at the hipline.

I love the colors.

I think this could be early to mid 70s. I have lots of 70s knitted maxi dresses - as Barbara says they do tend to be more evening, but Scotland has rarely been the height of fashion in the UK :) It also has material content details in percentages and care instructions which place it definetly post 1970 for me. (the various international laws requiring these details came into force around 1970) This does have only two symbols - the wash tub, and the iron (this is the earlier design for this symbol, it gets simplified later) which means it can't be much later, as more symbols get added over time.
