Help dating and name of style

Hello,
I was wondering if anyone could please help me with dating and the name of this garment? It looks like it was made to wear over the shoulders as well as in the sleeves. From the Addis Co. Syracusse, N.Y. The only other label reads: Inl Ladies Garment Workers Union (ILGWU ) Made on one side and the other side reads Coat and Suit Industry.

I agree with Julia. Are there straps on the inside so it could be worn as a cape? For me, the "button" is not in focus. Is it wrapped or crocheted.

Need better photos to identify properly. It looks like a cape style jacket meaning that it can be worn as a cape or as a jacket with your arms in the sleeves. The collar looks like some kind of fur and the body looks like a 60s velvet or something similar. I don't think the body is real fur. It may be imitating Broadtail. If you show us photos with more clarity and better lighting we may be able to identify whether the fur on the collar is real and what type it is.
