help dating and typing Scott and CO fedora

Hello Everyone,
I have deduced that this is a 'rolled brim' fedora (?) and am wondering if there is a way to date this.
Funny, the hat looks way more blue in the photose than in real life (and dustier!).
Also, there is a slight cigarette smoke smell to the hat...any suggestions on how best to try and get that out?

It's a homburg, and try putting it in a thick plastic bag with an open box of bicarbonate of soda (stood up, you don't want to get it on the hat if possible) close the bag leave it for 48 hours or so then see if it's removing the smell.
