Help dating and typing style and fabric of Savile Row jacket/blazer

Wondering about the era, style and terms for this fabric weave

Is the fact that the union label is in both languages diagnostic, or were the union labels always bilingual in quebec?

Woah, I haven't seen a tweed like that before, but it could be explained by the adventurous turn that menswear took in the late '60s to early '70s. In any case, I think this jacket is early '70s.

At first the tweed looked a bit like a Prince of Wales or Glen plaid but closer inspection made me feel like someone had slipped something into my drink. It's quite unique.

I see early 70's as well and wow, that is some tweed. It has a bit of the horse hunt coat feel to it.

The bilingual labels came into effect in the early 70s and this looks 70s to me as well.
