Help dating blouse

Would you agree with 70s on this blouse? There are pretty long slits with ties on each side. No labels besides the Professionally Dry Clean Only tag located in the back neck area.

How are the ties attached? Are they purely decorative, just stitched to the top of the split or do they pull the fabric up? It's a little hard to see.

I would just call them side splits with rouleaux ties.

They are purely decorative attached to the top of the split which comes up pretty high near the elbows
