Help dating canvas shorts

These shorts have me stumped as I haven't seen similar. Quilted sides, button fly, 10" rise. Made of a lightweight canvas. No label to go by. Any opinions would be appreciated!

I agree with Maureen it looks military, or at least uniform based. The quilted sides would suggest to me they were wearing something heavy on top that sat at these areas, maybe a belted holster? or (maybe this is far fetched) diving weights?

The metal buckle and grommets makes me think the navy is not a possibility because it would rust an the sand and green colours suggest army not navy, but what about something like boy scouts or something like that? Might they have been worn by the flagbearer who braces the staff against his hip for parades? or maybe a drummer who's snare is at his hip... or maybe someone with a belt of some kind...
 
I have actually seen these shorts and similar in wardrobes and miltary issue foot lockers at various estate sales and auctions. I might be wrong about the Navy but do think they are military. I will try to find some pictures.
 
So I think they are US Navy issue...I think they are actually swim trunks - Navy Seal or Navy rescue diver swim trunks more specifically. A friend who was in the Navy said they reminded him of rescue swimmer shorts with the padding being there to protect from harnesses or gear. I don't know if that part is correct or not but I do think they are military issue swim trunks.
