Help dating dress - 1920s - 40s?

Hi all!
I am in need of some dating this dress.
I am seeing 1940s from the peplum, but there's no shoulder padding and the only closures are two side snaps.
Could this be older than the 40s?
I believe the material is either matelasse or crepon.

30s. I have a very similar closure on a pink and blue polka-dot dress from the middly 30s - 33-34ish. Yours looks a bit short for that early in the 30s, but often 30s dresses were shortened in the late 30s (frugality in the Depression...)
