Help dating dress and purpose

Hi all,

I picked up this dress along with a few others ranging from the 50s to the 70s. This one has me stumped though. Not sure what period this was from and what purpose it would have had. Is this a dress for a particular kind of dance maybe? Judging by the stitching, it appears hand made. The waist is elastic. I added the belt in the photo.

I would have said mid 70's to early 80s with all those ruffles and pink/black combo.
