Help Dating Dress Part 2!

Here is the 2nd dress I found (posted an earlier thread with a different one). Just looking for assistance in dating and history! This has very pretty stitching detail on the arm that is included in the pictures below.

I'm no specialist... but my first thought was 20s - then - older... mid-late teens? It certainly looks interesting. I like the print of the dark blue fabric.

They look like very early 30s to me. Both are very nice.
