Help dating "folk" style sweater

Hi All,
I am wondering about your thoughts on date of this sweater. It's a loose hand knit with puff sleeves and shoulder pads as shown. I included pictures of the buttons and beading, as maybe that will be a clue to help date it. Thanks so much!

It does look very Bavarian 'trachtenkleide' but I don't think its 30s/40s - the loose knit and the pearl centres to the embroidered flowers aren't quite right for that period.
 
They appear to be sleeve head puffs, rather than shoulder pads, which I tend to associate with the 1930s. However the loose knit and thick yarn don't gel with that period. It's possible it's someones attempt at a reproduction.

Can you tell what it's made of? Is it pure wool? And, what are the sleeve puffs stuffed with?

I'm not immediately sure that it's pure wool, which makes me think it's some kind of blend. (Maybe a mohair blend?) The shoulder pads are stuffed with a stringy stuffing. There is a hole in one so I'll post a picture of what's coming out of it. The little white beads and buttons make me think of some beaded sweaters I have seen from the 60's. Maybe a 60's reproduction of a 30's or 40's pattern?

Yes, I agree. There are a few things about it that don't appear authentic to that time period.

I'm not seeing mohair myself. If it's a wool (or mohair) and synthetic blend, it's not likely to be earlier than 1960s. I'm sure there are exceptions, but wool blend yarns weren't common before that for home knitting.
