I get a vibe from 60s to possibly very early 70's on this one. I love it!

I'll go against the grain with early '70s - that tiered skirt was very popular then.
I am getting an early 70s feel for this one. Pretty dress!

I'll go with the very late 60s' date on this.... My former SIL used to make most of her own clothing, and she made a dress very much like this ca. 1968-69--I remember it only because she wore it to some family function and it didn't fit her quite right, and there were some snide comments made about it! The ruffled skirt was popular in the 70s, but the neckline, shape of the bodice, and high waist look slightly more late 60-ish to me.... Could be early 70s, but I'd lean earlier.

Not sure if the link will work, but found this newspaper from 1972. There's an add for Rayne Hickling and an article next to it regarding Jamaican fashion including dresses by Rayne Hickling. The dress they use as an example is a maxi halter neck with a ruffle at the hem! Not the exact style of your dress, but not dissimilar. http://newspaperarchive.com/kingston-gleaner/1972-09-29/page-34/
