Help dating if possible

I'm hoping someone knows what this is and if it can be dated has a wedding dress type material and looks very old

I may be totally wrong, but it looks like a knit from the sleeves being held that way. Does it stretch?

The material, in the close up, looks like crepe. The garment seems odd to me the overall look, and the thin rows of marabou feathers really give me a strong costume vibe. If we saw it on a dress from or person maybe we can determine more. To me it looks like some sort of angel or Christmas costume for a play or Halloween, made up from a dress.
