Help Dating ILGWU Made Dress

Hello!
I need help dating this ILGWU Made Dress that has left me very confused!
The label is a bit faded, so I enhanced the second picture a bit.
It is 85% Arnel & 15% Nylon.
It also has belt loops, but unfortunately, the belt was missing.


I read that the Black Union Label was used during the 70s-80s but has shown up on lingerie, rather than clothing, which is what leads me to my confusion. :(

It looks 1970s to me, the elasticized waist, the buttons at the shoulder line, the slightly puffed sleeve.

I agree with Mary Jane: it could be '70s but when worn I think the silhouette may look more '80s with those big puffed sleeves: so I'll go very late '70s to very early '80s.
