Help Dating (Late 50s early 60s??) chiffon party dress and what is this treatment called?

Hi Vintage Fashioners and I hope everyone is doing great.

I have this chiffon homemade prom/party dress and am wondering where it should sit timeline wise?

It has 3 layers...top one is sheer with the weird loopy 'panels' sewn onto it, then a rayon opaque layer then a crinoline layer underneath. It has a green metal zipper marked "MURLEN".

Wondering what to call the lace trimmed loopy panels?

Thanks for any help at all.

I can get some close ups of the lining etc if deemed necessary!

I agree with your dating and would suggest it's possibly closer to 60s with the whole frothy cupcake look.

The trim you are describing I would simply call ruffles. They look to be much the same construction as men's shirt ruffles from the 60s-70s.
