Help Dating Rannard Yale silver pumps (40s?) and term for 'crown' thingy

hi Everyone,
I just bought some shoes that seem to be from around the 1940s from a theater group clearing out their closets....they look to me like dance shoes as most of the soles are quite papery....

anyways....this one has a leather sole and is marked Rannard Yale and 'goawnda' or something like that.. I've found some newspaper ads from the 1920s for a Rannard Yale in Winnipeg manioba ...

Wondering about...
1. Are these a 1940s shoe?
2. What do you term that little crown piece over the elastic?
3. Is there some way to touch up the silver....the leather seems to have a powdery smooth almost satiny sheen

I would call the crown part a tab, though they are usually sewn in at the bottom and yours is not. It almost seems like a motif of the shoemaker - see the logo.

I have only once seen what I believe was a kind of touch up stick for metallic leather shoes from this period, it looked like crayon and I believe it was wax based. All modern methods of touching up gold or silver look horrendous.
