Help Dating red parnes Feinstein dress

Hey everyone! So I picked up this beautiful dress for only 3 bucks at the local salvo. It's in near perfect condition other then some wear on the belt. I've been getting better at picking up clues and I want to say this is from the 1970s based on the draped plunging neckline. The union label dates it no early then 1972 and the label guide told me that this label was also used on a 1960s prom dress so I guess they didn't change the label since the dress was made. It has no shoulder pads and I guess that's why I ruled out the 1980s but I'm still not sure so I'll need your help pin pointing an exact date. Thanks guys!

It looks 80s to me, especially with the peplum and that shade of 'Nancy Regan red'. The top is more of a surplice or wrap top.

I'm sure others will chime in.
Yes once she was dressed I'd have to agree with you that the silhouette is very 80s. It's a really cool dress when I saw it I knew I needed it.
