Help dating Robin Piccone cover up

I am wondering if anyone can help me date this Robin Piccone cover up. It was made in the USA. Wondering if it is vintage or maybe just 1990s or later? Also, I am searching for how to describe the material. Not true crochet or actual mesh or lace...but something hole-y. :) And I don't understand the content label. Part Lycra, I assume, but what is the NY? Thank so much for any help with any of my questions!

It 'looks' like 90s doing 70s. Robin Piconne's first use was 1990 according to this site:

A photo of the actual label might be helpful. If there is a ILGWU label, that will also hold some clues.

I think you are correct that the LYC or LY stands for lycra. The NY probably stands for nylon.

Not too sure about what to call the openwork. Look forward to hearing what others have to say.
 
I agree NY is for Nylon, what you have is a stretch nylon lace dress (I wouldn't call it a cover up personally, as I'm fairly sure it was meant to be worn as a dress as you've shown it).
 
Thanks Melanie and Deborah. Very helpful. It definitely does look like a dress but when I searched around on Robin Piccone it seemed like everything she produced was swimwear related. She currently has a lot of crochet cover ups so I though this might be part of an earlier similar line. Does anyone have an idea of a general date? It looks like her items are now made in China but I don't know when the switch from USA occurred. Thanks again! You people rock!

Is the slip not original to it? I thought the two fabric contents related to the slip and the outer garment. If not, it could be for the lace and the collar/cuff material.

No, you are right. The slip belongs with it. And I am sure you are right that it is a dress. I just couldn't find evidence that she made dresses so I was going with cover-up but you straightened me out. :-)
 
I don't know this brand so I couldn't speculate on that, but my understanding of a cover up is that it should be quick to put on, and turn a beach outfit into something more suitable for inside. So a two piece garment with neck and wrist fastenings doesn't fit this category for me.
